What's the coldest water can possibly get before it turns into ice?

Google data center water treatment plant



WOW! Google Has a water treatment plant?! Should I be excited or worried? It's not like Google ever half-does anything. I am pretty impressed buy the facility, for cooling water it looks like a neat little plant.

Red Cross - Water Purification Device



Wow what a cool little device. I'm glad I have never had the need for such a gadget but in a pinch and surviving during a disaster this sure would be handy. The only problem is still getting this in the hands of people who need them. Would like to hear peoples thoughts on it.
